Growing up in the small town of Richmond, Texas provided Commissioner Josh Lockhart with the perfect upbringing for what he wanted to achieve in life. His parents, Dr. John and Sharon Lockhart, the long-time pastor family at the First Baptist Church in Richmond, gave him strong values and integrity. That background and those values are what help guide Commissioner Lockhart to provide the best decisions to lead the City of Richmond. Upon graduating from Lamar Consolidated High School, Josh went on to attend Sam Houston State University in Huntsville, Texas graduating with a Bachelor of Science in Criminal Justice. Mr. Lockhart didn’t stop there, he went on to complete his Masters in Agriculture from the University of Arkansas.
Mr. Lockhart’s passion for agriculture has served him well through his career as the Texas Sales Manager for Cargill Incorporated’s Commercial Beef Operations. He also owns J. T. Cattle Company and Lockhart Livestock with ranching operations in four surrounding counties. As a partner/owner of Gulf-Tex Livestock Marketing, Mr. Lockhart is heavily involved with managing livestock sales for the Houston Livestock Show and Rodeo, Wharton Livestock Auction, and Edna Livestock Auction. Through his work as a former Deputy Chief Appraiser in Madison County and with the Agriculture Division of the Texas Department of Criminal Justice, Mr. Lockhart is very familiar with County and City Government policies and procedures as well as tax structures and budgets.
Josh is thoroughly involved in the entire community. He supports Lunches of Love, Habitat for Humanity, Special Olympics, Lamar Educational Awards Foundation (LEAF), and various Flood Relief and First Responder Support Activities. He is also very involved with the Fort Bend County Fair as a Chairman of the Commercial Heifer Committee and on the Board of Directors of the Misfits Buyers Group. Within the City of Richmond, he has served on the Planning and Zoning Board, Charter Review Board, and the Charter Commission. He is a Founding Sponsor of the Richmond Oilers Football team and a member of the First Baptist Church.
Josh makes his home in Richmond with his lovely wife Megan, who has made her career as a Social Integration Program Teacher and Special Education Team Leader with LCISD until taking a break recently to spend time with their beautiful new daughter, Turner Marie.
